Does Counting Illegal Immigrants Diminish Power of Citizens?

The main question: does these census driven districts diminish the power of citizens who are eligible to vote?

This case comes from Texas, challenges the “one person, one vote” premise and would dramatically overhaul the political landscape, shifting more power to rural and suburban areas.
